Those "pop-out" eyes must be pegs for tying the thing, instead of holes.

I was reading that one proposed function was as an atlatl handle - used on the proximal end of the stick. I propose it is the atlatl "hook" used at the distal end of the stick to hold the back end of the spear in place.
